New State Law Banning Cell Phones in Schools

Dear Canutillo ISD Families,

We want to inform you about a new state law that will impact all Texas public schools starting this upcoming school year.

During the most recent legislative session, the Texas Legislature passed House Bill 1481, which was signed into law by Governor Greg Abbott. This law prohibits the use of cell phones, smartwatches, and other non-instructional communication devices during the school day. The new rule will take effect at the start of the 2025–26 school year, beginning on August 4.

In response, Canutillo ISD is currently developing districtwide guidelines to implement this law effectively and consistently across all campuses. These rules will outline how the device ban will be implemented as well as the consequences for students who do not follow the new requirements. While the specific details are still being finalized, we want to ensure that parents and families are aware of the upcoming changes well in advance.

Please note that the law allows for specific exemptions, including students with medical needs, special education accommodations, and those using district-issued devices for instructional purposes. 

We understand that many students and families have come to rely on personal devices for communication and organization. While this change may be an adjustment, it is a state mandate that all school districts must follow. We appreciate your support as we work together to ensure a safe and focused learning environment for all students.

Queremos informarles sobre una nueva ley estatal que impactará a todas las escuelas públicas de Texas a partir del próximo ciclo escolar.

Durante la sesión legislativa más reciente, la Legislatura de Texas aprobó la Ley 1481, la cual fue promulgada por el gobernador Greg Abbott. Esta ley prohíbe el uso de teléfonos celulares, relojes inteligentes y otros dispositivos de comunicación que no sean para fines educativos durante el horario escolar. Esta nueva regla entrará en vigor al inicio del ciclo escolar 2025–2026, el próximo 4 de agosto.

En respuesta, Canutillo ISD se encuentra desarrollando lineamientos a nivel distrital para implementar esta ley de manera eficaz y uniforme en todos los planteles. Estas reglas establecerán cómo se aplicará la prohibición de dispositivos y cuáles serán las consecuencias para los estudiantes que no cumplan con los nuevos requisitos. Aunque aún se están finalizando los detalles específicos, queremos asegurar que los padres y familias estén informados con anticipación sobre estos próximos cambios.

Es importante señalar que la ley contempla excepciones específicas, incluyendo estudiantes con necesidades médicas, adaptaciones por educación especial o aquellos que utilicen dispositivos proporcionados por el distrito con fines académicos.

Sabemos que muchos estudiantes y familias dependen de sus dispositivos personales para comunicarse y organizarse. Si bien este cambio puede requerir un periodo de adaptación, se trata de un mandato estatal que todos los distritos escolares deben cumplir.
